Why can the ticket inspector ask for an ID card in addition to the ticket?

E-tickets and travel authorizations (check-in) are personal and therefore issued in a person's name. Accordingly, it is the duty of the inspection staff to check the personal details of e-tickets and travel authorizations (check-in). In order to prevent improper check-in and check-out, the driving personnel can also check the travel authorization several times.
